Background Regarding Resolutions to Some of the Cases of Priests on Administrative Leave

Below is background information regarding those cases announced today of priests placed on administrative leave after the 2011 grand jury report. Notification had been made at their most recent parish assignment at that time. Announcements of the final resolution of their cases will be made at those parishes this weekend.

Prior to reaching a final resolution, each case was submitted to the appropriate local district attorney’s office as the process is designed to ensure that the district attorney has an opportunity for review before an Archdiocesan investigation proceeds. After receiving clearance that investigation was conducted by the Multi-Disciplinary Team (MDT) led by veteran child abuse prosecutor Gina Maisto Smith. The results of the investigations were provided to the Archdiocesan Review Board (ARB), which provided a recommendation to the Archbishop, who made the final decision.

The remaining cases cannot be announced immediately for a variety of reasons. The Archdiocese referred all of its cases to the local district attorney. A handful of cases have not yet been cleared so the internal Archdiocesan investigation led by the MDT has not begun. A few cases were just recently released by law enforcement and are currently under investigation by the MDT. In other cases, the Archdiocese has received clearance, the internal investigation is complete, and the matter is awaiting examination by the Archdiocesan Review Board or a final decision by Archbishop Chaput.

Finding: Unsubstantiated
Status: Suitable for Ministry

Father Barr is 92 years old. He was ordained in 1948. He served at the following parishes,

Rev. George Cadwallader

Type of Conduct: Alleged violation of The Standards of Ministerial Behavior and Boundaries
Finding: Substantiated
Status: Unsuitable for Ministry

Father Cadwallader is 58 years old. He was ordained in 1992. He served at the following
parishes, schools, and offices: Saint Joseph, Downingtown (1992-1993); Saint Martin of Tours,
Philadelphia (1993-1997); Saint Anselm, Philadelphia (1997-1999); Stella Maris, Philadelphia
(1999-2007); Saint Bernard, Philadelphia (2007-2008); Office of the Vicar for Clergy (2008-
2009); Saint Vincent de Paul, Richboro (2009-2011); placed on administrative leave (2011).

Rev. Michael Chapman

Type of Conduct: Alleged violation of The Standards of Ministerial Behavior and Boundaries
Finding: Unsubstantiated
Status: Suitable for Ministry

Father Chapman is 56 years old. He was ordained in 1982. He served at the following parishes,
schools, and offices: Saint Bonaventure, Philadelphia (1982-1986); Little Flower High School
(1983-1985); Saint Agnes, West Chester (1986-1990); Saint Henry, Philadelphia (1990-1991);
Priest Vocation Coordinator for the Hispanic Apostolate (1990-1994); Hispanic Ministry
Coordinator for Montgomery County (1991-1992); Saint Veronica, Philadelphia (1994-1999);
Cathedral Basilica of Saints Peter and Paul (1999-2001); Ascension of Our Lord, Philadelphia
(2001-2011); placed on administrative leave (2011).

Rev. Msgr. Francis Feret

Type of Conduct: Alleged violation of The Standards of Ministerial Behavior and Boundaries
Finding: Substantiated
Status: Unsuitable for Ministry

Monsignor Feret is 75 years old. He was ordained in 1962. He served at the following parishes,
schools, and offices: Immaculate Conception, Levittown (1962-1963); Our Lady of Mercy,
Philadelphia (1963); Cardinal Dougherty High School, Philadelphia (1963-1982); Saint Peter,
Pottstown (1982-1994); Saint Adalbert, Philadelphia (1994-2011); placed on administrative
leave (2011).

Rev. Msgr. Michael Flood

Type of Conduct: Alleged sexual abuse of a minor
Finding: Unsubstantiated
Status: Suitable for Ministry

Monsignor Flood is 72 years old. He was ordained in 1968. He served at the following parishes,
schools, and offices: Saint Patrick, Malvern (1968-1969); Saint Rose of Lima, North Wales
(1969) Cardinal O’Hara High School, Springfield (1969-1974); Saint Malachy, Philadelphia
(1974-1976); Incarnation of Our Lord, Philadelphia (1976); Saint John Neumann High School,
Philadelphia (1976-1981); Saint Maria Goretti High School, Philadelphia (1981-1988); Saint
Madeleine Sophie, Philadelphia (1988-1995); Saint Luke the Evangelist, Glenside (1995-2011);
placed on administrative leave (2011).

Rev. Daniel Hoy

Type of Conduct: Alleged sexual abuse of a minor
Finding: Inconclusive
Status: Deceased

Father Hoy passed away after being placed on administrative leave and before a full
investigation could be conducted. Therefore, it was not possible to reach a conclusion.
Father Hoy died at the age of 89 on July 25, 2011. He was ordained in 1948. He served at the
following parishes, schools, and offices: Immaculate Conception, Allentown (1948); Saint
Joseph, Downingtown (1948-1951); Saint Christopher, Philadelphia (1951-1957); Old Saint
Mary’s, Philadelphia (1957-1964); Saint Joseph, Collingdale (1964-1969); Most Blessed
Sacrament, Philadelphia (1969-1972); Our Lady of Perpetual Help, Morton (1972-1977); Saint
Peter, Honey Brook (1977-1982); Saint Leo, Philadelphia (1982-1991); Our Lady of the
Assumption, Strafford (1991-1998); Retired with residence at Our Lady of the Assumption,
Strafford (1998-2011); placed on administrative leave (2011). He died before a full investigation
could be conducted rendering it impossible to reach a conclusion.

Rev. Robert Povish

Finding: Substantiated
Status: Unsuitable for Ministry

Father Povish is 47 years old. He was ordained in 1990. He served at the following parishes,
schools, and offices: Saint Eugene, Primos (1990-1992); Archbishop Prendergast High School
(1991-1992); Saint Ann, Phoenixville (1992-1996); Archbishop Wood High School, Warminster
(1996-1998); Little Flower High School, Philadelphia (1998-2002); Chaplain at Graterford State
Correctional Institute with residence at Saint Eleanor, Collegeville (2002-2011); placed on
administrative leave (2011).

Rev. John Reardon

Father Reardon is 65 years old. He was ordained in 1973. He served at the following parishes,

Rev. Thomas Rooney

Status: Unsuitable for Ministry

Father Rooney is 61 years old. He was ordained in 1981. He served at the following parishes,

(1995-1997); Resurrection of Our Lord, Philadelphia (1997-2000); Conwell-Egan Catholic High
School, Fairless Hills (2000-2001); Saint Christopher, Philadelphia (2001-2005); Saint Dorothy,
Drexel Hill (2005-2007); Personal Leave (2007-2009); Chaplain, Immaculate Mary Home
