A 53-year-old man has come forward as the latest clergy sex abuse victim alleging he was sexually abused by former Guam priest Louis Brouillard during a Boy Scout outing in the early 1970s.
R.P., whose initials were used to protect his identity, filed a civil complaint against the Archdiocese of Agana and the Boy Scouts of America in the District Court of Guam yesterday.
In addition to having been a priest, Brouillard was a scoutmaster with the Boy Scouts. He has been accused by 46 individuals who allege they were sexually abused by him during his time in Guam.
Overnight Boy Scouts jamboree
In the lawsuit, R.P. alleges he met Brouillard at an overnight Boy Scout jamboree at the Ipan public beach when he was 10. The jamboree was held to recruit young boys to join the Boy Scouts, court documents state.
Although not a part of the organization, R.P. and his cousin were invited to attend the sleepover and were given a two-man tent. They met Brouillard, who asked if they wanted to join the Boy Scouts.
Later that evening when they were getting ready to sleep, Brouillard returned to the boys' tent and again asked if they wanted to join the Boy Scouts.
The complaint states he stayed to talk to the boys and laid down and exposed himself.
The boys began to laugh and then Brouillard allegedly made the two boys perform sexual acts on him, court documents state.
After the jamboree, R.P. did not join the Boy Scouts and never saw Brouillard again.
Attorney: Church knew of abuses
The plaintiff's lawyer, David Lujan, alleges other officials within the archdiocese including Bishop Apollinaris Baumgartner, Archbishop Anthony Apuron, Monsignor Zoilo Camacho, deceased Father Antonio C. Cruz and others were aware of sexual abuse committed by Brouillard, and remained quiet and withheld the information.
Apuron, Camacho and Cruz have all been accused in separate clergy sex abuse cases along with 10 other clergy members.
This latest lawsuit seeks $10 million in damages.
