The Archdiocese of Dubuque is reaching out to victims of sexual abuse who are no longer a part of the church. The program was started earlier this year, now the church is advertising in newspapers. The program offers pastoral services to those abused by clergy. Joan Hoffman with the Victim Assistance Program says, "I assist them to make report to the civil authorities and to the church authorities and then things like helping them arrange counseling, reading materials, spiritual advisors et cetera."
